im sure this is a silly question but can dark elf crossbows move and fire? I didnt see anything in their rules for it just the 2x multi shot and armor piercing.
DE repeater crossbows are, indeed move and fire. It's reasonable to be suspicious because they are crossbows but they do not have the move or fire rule. For fluff reasons crossbows are move or fire because they are slow to reload- clearly this is not the case with repeaters!

Do crossbows suffer from multiple shots can not find it in their rulebook but my opponent says they do.

Yes they do have the multiple shot penalty. The best warriors can hit on is 4s, and if they move or fire above half it is 5s, if it both it is 6. Not very accurate, but it gets the job done with volume.
If you can't find it, it's not a rule.
