Alright couple of questions for ya....
1) Can the Cauldron move?
2) If it gives killing blow does the Hydra benefit from it?
3) If the Cauldron can move, can it still give "blessings", essentially I'd call it move and shoot.

The Cauldron is a war machine so it moves like one (p84 of the rulebook). It can give killing blow to the hydra (which is awesome) and i think the blessing would also apply to the beastmasters since they are part of the unit aswell, only mounts and creatures pulling chariots are unaffected by blessings. Blessings take place in the start of turn phase so i dont see any reason my you couldnt give blessings and then move.

I'll have to break out the DE book, but I was under the impression that it ONLY affects Dark Elves, and that non DE, including Cold Ones, Dark Steeds, Harpies, and thus Hydra's are unaffected by it.

Well if that is what it says then that is what it says.
I believe the only restriction is:
"Note that mounts and creatures pulling a chariot are not affected by the blessings"
Which stinks when you run a bus unit of Cold One Cav.
Well the important attacks are the riders, so it is possible to give a unit of cold ones 5 attacks per model. 3 from the rider, 2 from the mount. They hydra banner BSB is needed to do this of course, so that master is going to have 5 attacks, and 2 from his mount. So that is 20 S6, and 12 S4 attacks on the charge. If you honestly cant kill what you charged with all of that, they I don't know what to tell you.
My personal favorite is to give witches killing blow. 7 wide witches is 21 attacks with poison, hatred, and KB. It should cut through most R&F units pretty easy.
Another combo with cauldron is the death hag bsb, with hydra banner, in a unit of witches, with extra attacks from cauldron. Overkill for sure, being that it is 37 +d3 (rune of khaine on the hag) poison attacks with hatred. You could also put in a champ for 1+d3 more attacks if your really felt the need.
