Does Armour piercing rule from Banner of Murder stack to ranged weapons, ie. do Corsairs armed with Handbows benefit from it both during shooting and Close Combat? I'll be glad for an answer with explanation for me and my opponent.

I believe that it does. In the rulebook it says that it only specifically works for either close combat or ranged if a sweapon gives it.

The Banner of Murder gives the unit carrying it Armour Piercing attacks, so in the case of Handbow Corsairs they will get Armour Piercing ranged and CC attacks. The same goes for casting Enchanted Blades of Abain on a unit (the same applies for the Banner of Eternal Flame and Flaming Sword of Rhun).
Just to add, Armour Piercing doesn't "stack", ie, Repeater Crossbowmen wouldn't get -2 AP from their Repeater Crossbows and the Banner of Murder combined.
