I play Dark Elves and I am having trouble defeating Tomb Kings at the 750 point level. Here's my army list.
Lvl 2, seal of ghrond
Repeater Bolt thrower
My opponent usually plays with this list:
Light Armour, Shield,
Nefetra's Plaques of Mighty Incantations
Full Command, Banner of the Undying Legion
2 Tomb Swarm bases
Any questions, suggestions for army list, and tactics I should use would be much appreciated
get rid of the assasin and add some more corsairs maybe ditch the bolt thrower to either and maybe get a small squad of dark riders as flankers gotta beat em in that combat rez!
Get more corsairs! dark riders are real annoying so get them too.
I think your list would do better with at least one solid block of infantry (corsairs or spears would do the job fine). That way, you can hold a unit while you flank charge and negate their ranks.
Another thing you might want to do is to drop the second unit of rxb's for some dark rider to act as your flankers.

how does he play his hierophant depending on that thats where you need to change. is he flying about or in a unit?
Being both a DE and a TK-player, I feel that your list is quite unsuited to take on the TK. Here`s my advise:
Drop one level off the sorceress, she won`t be getting her points back anyway.
Drop the Assassin. Take a Noble on a steed with GW instead to go Liche-hunting.
Drop the RXB-elves and take a solid block with spears, as it`s useless to shoot at TK if you don`t have enough firepower to remove whole units, which you don`t.
Drop the RBT. Get at least a unit of DR and preferably some witches (in stead of the Corsairs?)
What you need is OK magic protection (some spells will get through, but you shuld be able to choose which), and a lot of com-res. (take away his movementspells and flank him with DR and Witches- hey presto! You`ve removed a whole block of spearmen!
Tombkings don`t make for a very effective force in games under 2k, so I think you shuld have the tools to take him down pretty easilly in such a small battle. Good luck!
