I've procured a mix of new (from GW) and second hand (from a retiring player) minis for my Dark Elf army and, at this point, I'm wondering what "must have" units I'm missing.
28 Repeater Xbowmen
20 Black Guard
2 Repeater bolt throwers
5 cold one knights
As you can see, there are 3 Rare units there (which isn't much use in a 1000 or 2000 point game) and 2 Special units.
Major omissions to me look like Dark Riders (cold ones not a real substitute?) and Corsairs (or Witch Elves if I have the core units).. something with lots of attacks. On top of that Shades/Harpies would no doubt be useful for distant/behind enemy lines work. Of course, a general is stll needed but the Sorceresses can probably do that in a pinch (albeit with slightly lower Ld).
Quick question too: with the Black Guard and their Eternal Hatred (hate everybody and everything, every turn) does this really mean they reroll to hit rolls all the time?
Pick up some Dark Riders. They are a bit expensive (points) but I think they one of, if not the, best light cav unit in the game.
edit: Cold ones are not a substitute. Cold ones = Heavy Cav.
I'm also a fan of cold one chariots.
Shades would be a great purchase as well.

Hmm. I don't see three rare choices. 2 Reaper Bolt Throwers can be taken as a single rare choice. I would reccomend Harpies especially. What it looks like is that you have a fast, heavy infantry based force. You ought to expand the Cold One Knight unit, and add a unit of Dark Riders.
My thoughts on what you should do is manuver your heavy blocks to flank, with good old spearman blocks and crossbow lines holding your center. Then, use the harpies to march block. Then, use the Cold One Knights and the Dark riders to hit any units that your opponents send to flank.

Dark Riders are CHEAP, and make up for the 'hefty' points cost ONLY with the fact they are fast cavalry and can fire on horseback-adding, of course, to the 'hefty' points cost.
Get a lord or hero apart from those scorcerresses, say a Highborn or Noble. Perhaps get a Cold One Chariot. They are relatively cheap. In points.
Pick upsome corsairs, they're great! and also, you should cull your extensive amounts of spearmen. In their place, it's witch elf time.

I didn't realise two bolt throwers could be taken as one unit, great to know (and something I should have noticed instead of just assuming).
Regarding the budget.. No more than normal I suppose. Old enough to know better but have a bit of disposable income. Also selling off various things (gba sp, gc, ps2) that I no longer play (there loss)
That huge number of spearmen came about more by accident. In fact, the army itself is more a product of circumstance than deliberate planning. This, of couse, prompted the post and now I know where to go with Dark Riders, Corsairs, Nobles, Witch Elves, Shades, Harpies and er.. hm, that's pretty much every other unit :p I see what you mean about them not being the cheapest (no batallion box? ) army
I have to disagree about getting corsairs.. normally i would agree..but since you already have the spearmen, dont waste your money..
Spearmen can do the same job. & it costs like AU$90 for a squad of 15 corsairs..
The only benefits that corsairs have over spearmen are: +1 save vs shooting.. though anything shooting at them with a decent strength will kill them anyway..only useful again S3 shots.
Corsair's 2 attacks each is not much of a bonus. example:
a block of 20 spearmen in a 5x4 formation. a block of 15 corsairs in 5x3 formation.
Both units will get 10 attacks to the front (or 11 with a unit champ).
The main advantage of 2 attacks each is that they dont need the second rank to get the total of 10 attacks, like spearmen do. As soon as spearmen start taking kills in the second row, they start losing attacks (but by this point its over anyway). Corsairs only need the front row to get the full 10.
The other advantage is if the corsairs get flank charged and lose rank bonuses, they dont lose the attacks as spearmen do. (but thats only if you suck enough to get flank charged, I never have )
Spearmen make up for those disadvantages by being cheaper though. a block of 20 spearmen with shields costs the same as 15 corsairs.. so even without the extra save vs shooting, spears will still get there with the same number of guys alive (or more). & if they get there unscathed, then you get an extra rank bonus. plus more likely to outnumber too.
Myself, I have a squad of both.. but if i was in your situation, already having the spears, i definately wouldnt blow $90 on corsairs.

Hate high elves means the unit re-rolls failed rolls to hit vs high elves, but yes, eternal hatred means they hate everything, and therefore reroll failed rolls to hit against any opponent.
Note: that you can only reroll a dice once. if u roll say 8 attacks and miss 2, you reroll the 2 misses & accept the result even they are still misses.

Yep but eternal hatred also mentions it works every round. So you reroll misses every single round (as opposed to just the first for a normal hatred)? Powerful if so
