In the Warhammer Annual 2004, where the Dogs of War list is printed, it states that any unit in this list may be hired as a rare choice in other armies. Now, in Oz White Dwarf 306 it has a Conquest of the New World special, where on page 18 - in regards to plot hooks for Lustria, it mentions for the Ogre Kingdoms " By adding a Dogs of War character to an Ogre Kingdoms army (or the other way around) you could field an entire tribe led by a very rich human explorer."
My question is: are you allowed to take a dogs of War character in other Warhammer armies, and if so, what choice do they count as? I ask this as the Annual say UNIT, but even without this wording, someone could feasibly take 6 characters - 3 Lords (2 taken as rare choices, but still lord level characters) and 3 additional heroes - in a 2000 pt battle

In my version of the DOW list (the PDF version) it just says any unit from the dogs of war list. It says nothing about charaters.

It has been clarified by GW that only regiments may be hired, not unnamed characters. (ie. Merc Generals and such)
Use Light, Beasts, Metal instead of Heavens
NecroLords: Use at least one Death Mage
Brets: Use Peasants&Damsels
Skaven: Don't use Skryre SAD
