Recently I read something about Rangers having to move as a ranked unit, instead of as skirmishers -- is this hogwash true ? If so this certainly seems 'tarded to me.
Rangers get the Scout special rule. A quick re-read of the Scout rules do not mention skirmishing. So... NO to skirmish.
Just looked them up in the Dwarfs army book from 2000 -- the only thing they lost from that one was the "Forester" special rule.
It would be nice if the Dwarfs got a skirmishing unit, but that would make the Dwarf list even harder (daresay more unbalanced) than it is now.
At least their armor allows them to withstand hits in more or less the same fashion as Skirmishers.

Miners are now no longer 0-1. So you can take as many units as you can have special choices for the games. Ranger are a core choice. So technically with a little luck on turn 2 you could potentially have 4 units in your opponents deployment zone. If you look over the army list, you could even use the Anvil of Doom, and possible get a charge off on turn 1 with the Rangers. This could really disrupt your opponents plans for how it works. Also there are Runes that allow you to have your Lord join a unit of rangers. Adding that in you can have a unit inside your opponents deployment zone that's pretty heavy hitting, possibly charging on turn 1.
Its expensive to do as far as points wise. A cheaper verision is to use Ranger with Bugman as he's quite a bargain for his points and what his abilities are. As I said before it may look dumb that they don't have the skirmish ability, but it can be incredibly useful at times.
