So I often fight tomb kings and ogre kingdoms, and the TK player almost always bring lots of tomb swarms and scorpions and the ogre player usually brings at least 2 gorgers. I'm not really sure how to combat this because, even if i get a good turn of shooting off, my artillery/anvil and missile troops can't hold out against them and still be effective. And I get out maneuvered a lot on the field when i try a shooting free army. What suggestions do you have?

How do tombscorpions work? They used somekind of tunnelingthing, but I am not sure how they work exactly to give an effective way to fight them. For now I'd say, castle up. Take a hill, put your anvil and artillery on it and form all your CC blocks around it.
It is possible to position other units around and beside artillery to make charging them impossible for anything larger then a single character without hindering it's ability to fire forwards. Try it with a bolt thrower, put on infantry unit so their is less then a 2" gap between them and then place the bolt thrower in the gap and 0.5" back from the front of the units fronts.
I shouldn't think you should have to much trouble with gorgers. Gorgers can't charge the turn they arrive so you have a chance to shoot them with your 360 degree LoS artillery, MRoChallenge one into a dwarf block (who turns to face the gorger then challenges) or anvil a block into combat with one before the Gorgers can kill anything important.
I would highly suggest never getting a shooting free army with dwarfs, they simply are not fast enough and manouverable enough to do so. You always want to ensure you have enough shooting to have the option to sit back and outshoot your opponent. I would imagine MRoGrugni, Strollaz' rune, MRoChallenging, 2 Gyrocopters, the Anvil and maybe some miners would all be good choices for a no shooting army however.

Tomb Swarms & Scorpions are a problem because they can charge without you being able to shoot at them first (their It Came From Below... rule means they can charge on the turn they appear). There's really not much you can do about that.
One thing is to spread out your war machines: if you have them all in one place then one scorpion or a few swarms can rampage through your whole gun line. Another thing is having (Master) Engineers with your gun crews - you'll still get charged but you should hold them in combat for a bit, making them less likely to overrun into your next war machine.
A couple of runes to consider are the Master Rune of Immolation (which should kill a Scorpion) or the Master Rune of Disguise (you would have to not shoot on your first turn for this to work).
