I'm just starting to play Warhammer, and I need a good suggestion of what I can do with $120 to make about a 1000-pt army. I really like ranged tactics and am a big fan of skirmishers. Is it possible with Dwarfs, or should I choose another army?
Dwarfs arent great for skirmishers...
Awful, I'd go as far as to say.
If skirmishing is what your after then Lizardmen isn't a bad call, and neither are any of the Elf armies (Especially Wood Elves with their Dryads)
Being from the UK I'm not sure how far exactly 120USD will go but the Dwarfs do have an army box avaliable that, combined with a cheap character choice, should do you a decent size.
Also you could consider buying the Battle for Skull Pass box and adding a Dwarf Battallion (£50 on this side of the Atlantic) which will easily see you over 1000 points.

Dwarfs aren't generally thought of as a skirmisher army, but if I remember, they do have one or two skirmisher units lile rangers. Generally, though, they're about tough, stubborn blocks of vertically challenged infantry, with powerful shooting support.
Dwarfs are certainly one of the cheaper armies to get into, though, because of the Skull Pass box. You'll need the rules anyway, which come in the box, and it also gives you quite a few dwarfs. To get more models cheap, you can often find poeple selling the Skull pass models cheaply on ebay, as a lot of people buy the box but just want the goblins. As for what other units would be best to buy, I'm not really a dwarf expert, so it's best to wait around for one of the forum's resident longbeards.

Dwarves do not have any skirmishers. Rangers are scouts, but are still ranked up like the rest of their army.
With Dwarves you need large ranked up units. 20+ for everything.
