I'm thinking of making the switch from 40k to Fantasy...
I *really* like the look of Dwarves, and I will most likely collect them regardless of the answer to the first question I'm about to ask...
Are Dwarves a competetive army these days at all?
the second question is...I hold no truck with this gunpowder malarkey. Iron and Stone is where the strength of Dwarves lie. I'm quite taken with the idea of a pre-war of the beard army, and just wondered what units or runes would/would not be available to me here if I did that...?

Dwarves are quite competative now. Their warmachines are the best in the game and their close combat is only rivaled by Warriors of Chaos.
Not really sure how to answer your second question. I assume your asking if an all close combat army is viable? If so, yes. That's the type of army I run and 8th has been kind to me. Requires a lot of great weapons though.
We' jumped up a tier or two, and are pretty close to the top. 8th edition rocks for us, seriously, awesome.
Ah, a pre-war of vengeance army. This can include all the close combat troops, and quarrelers and rangers. All you want to leave out are: the rare choices, the cannon, thunderers and any pistols etc. on characters.
All the runes in the book should be useable for you, because before the war of vengeance the dwarven runic lore was at a high point and since then many runes and secrets have been lost. In fact you ought to have even more runes than the book provides.
So...leave the gunpowder out? I think I can manage that :-D
