dwarfs have their runes, but can they pick magic items instead from the standard list in the main rulebook?
No, I don't believe so. They have to stick to their trusty runes. If they can, its not in the army book.
No, dwarves don't have access to the common items list; runes only for the stout ones.
Although you'll notice that many of the basic magic items are there in the form of runes
