It looks pretty good but some changes to make would be:

captain of the empire: barded warhorse, sword of might, BSB (knight unit)
I don't see the point of this guy. He makes your knight unit overkill and make them cost too much. If anything he would be better put with the foot soldiers where he will lend strength and his rerolls will be good. I would remove him from the list to free up points though.

    battle wizard: dispel scroll

    Battle wizard: rod of power
They need to be level 2. One alternative would be to take 1 wizard and make him level 2 if you wanted to save points.

I would also give the arch lector the doomfire ring to add some more power to your magic phase.

25 swordsmen, full command; 10 crossbowmen

20 swordsmen, full command; 8 free company

19 spearmen, full command; 8 handgunners
Make these into 2 units. The ranged ones don't need to be detachments, but you do need more fighting detachments with them. They don't need champions if you want to save points.

8 knightly orders, 1st knights, full command
Too many knights. Save points by dropping 3 of them. Also add the war banner.

    20 flagellants, prophet of doom
Think about arranging these as 3x6 instead of 4x5. You'll save some points and have more potential to do harm. As a tar pit, 18 will do just as fine as 20.

so you dont think a mounted bsb is worth it? what if i took out the spearman unit and added another unit of knights?

btw, the 2 wizards were supposed to be lv 2

A mounted BSB is a good idea. It gives you a decent armour save and a strength 3 attack.

The "A Smart Player Will..." theory is a complete paradox. If we make an assumption that everything we do is outsmarted, then theoretically we can never win.

It isn't that he is a bad idea, just that he shouldn't be with the knights.

Keep him mounted but put him with your foot soldiers.

Amalgamate those spearmen into your swordsmen units.

Actually I just had a better idea.

Ditch the flagellants and replace them with greatswords. Stick your mounted BSB with the greatswords and give them swordsmen detachments.

That will be a far more effective use of the BSB.

If you want to go with the flagellants then the BSB is really not needed since the flagellants are unbreakable anyway.
