I've been playing around with a few small-points Empire builds. This seems pretty good to me, any further ideas?
Captain, Sword Of Justice, Full Plate Armour, Shield - 80
Halberdiers/Spearmen (x19) Full Command - 134
-Crossbowmen (x5) - 40 (Detachment)
Handgunners (x10) - 80
-Free Company (x5) - 25 (Detachment)
-Handgunners (x5) - 40 (Detachment)
Great Cannon - 100
Total points: 499
Should I replace the Canon with Outriders? I do worry that my army'll be too slow to react.
Also, would Spearmen or Halberdiers be a better choice?
You might want to replace the cannon, although probably with pistoliers rather than outriders, outriders will not in any way improve your ability to react quickly to the enemy. Even better I'd suggest a unit of 5 knights with a musician, there aren't many things that can deal with 1+ sv easily at this level.
A cannon can be fun at this level, but it totally depends what your opponent brings, you might well spend 20% of your pts on something completely useless.
As a rule I never take expensive magic items on a char at this pts level, and the sword of justice really isn't that great anyway.
Taking detachments on a 10 man handgunner unit is an interesting ploy, why exactly would you do that?

The thinking behind the detachments on the Handgunners is that in a small points game it wouldn't hurt for my missile unit to be able to cope (albeit on a very small scale) in HTH.
I think your comments on the Great Cannon sum up my worries about it.
I think you should squash the detachments on the handgunners and invest in more handgunners and stick them on the other flank maybe or do whatever it is you wish to do with them. Or just get rid of that cannon and the detachments and take some knights as it would be a good nut cracker me thinks also.
