2250 Friendly but Competitive Tourney list- need criticism

Here's my concept for a fun and friendly, but somewhat competitive Empire army. It'll be for a tournament and I don't know who I will be playing, but points will be taken off for ultra-competitive lists so cheese should be largely absent. Therefore I didn't want to have both the War Altar AND the Steam Tank, so I chose the altar which I really like. Also, the tourney rules day you can't have a second rare choice worth more than 100 pts.

Let me know how you would feel facing off on this army- I like the fact that I am likely to be in control of the magic phase on the average turn, but I feel I haven't overspent on characters and wizards. I really like playing elite units like knights and greatswords because they are more survivable against the average foe, although I know I need atlernative strategy for facing Chaos Warriors and such. Any criticism is welcome!

OK, so I modified the list after a little testing. I know people aren't very active on this part of the forum, but I'll make it simple by asking you to help me choose between two pretty similar lists. I am pretty happy with the core components of the list, being a good balance between realistic fluff and competititveness, but in my testing I felt like I had a lack of offensive magic power, with a lot of guys having lvl. 4s. At this points level, there's no way to fit in a Lvl. 4 and the War Altar, so my choice is essentially between the two. The first list look like this:

    Lord- 328

    -Arch Lector on Altar
Mace of Helstrum, Dawn Armour, Potion of Speed- 328

    Heroes- 377

    -Warrior Priest
    AoMI, Great Weapon- 119
    (with halberds)

-Captain BSBFull Plate, Holy Relic- 128
    (with halberds)

    -Battle Wizard, Metal
Lvl. 2, Rod of Power- 120

    Core- 878

    -47 Halberds
    Full Command- 255
    -Detachment of 20 Swordsmen- 120

    -8 Knights
Great Weapons, Full Command, Banner of Eternal Flame- 234

    -10 Knights
Lances and Shields, Full Command, War Banner- 295

    -11 Crossbowmen
    Standard Bearer- 98
    Special- 432

    -17 Greatswords
    Full Command- 210

    -6 Pistoliers
    Musician, Outrider- 122

    -Great Cannon- 100

    Rare- 115

    -Helstorm Rocket Battery- 115

    Total- 2249

The other list is almost identical, but the Arch Lector is on horseback with the Crown of Command and Dawn Armour, and the Battle Wizard is a Lvl. 4 with the Rod of Power and VHS (for a little insurance). This way I get a little more out of the Rod and I can own magic like I enjoy doing. But, I lose the Altar which can be a pretty sweet tool on its own. I often find it doesn't do much, but it also doesn't die much either. Hard choice, and I can't decide. Won't have a chance to playtest them before I submit the list, either. Thoughts?
