Greetings! A friend of mine just bought a bunch of models to start playing warhammer. We will hopefully get to play some in the christmas vecation, but before that he needs to build his army. Since my friend does not know anything at all about warhammer (he have played some small battles with borrowed armies), I hope you guys can help us out building a list out of his models. I'm a Dwarf player myself, and have no clue what to buy, how big units should be and such. And yes, I have read some around on this (and other) forums for information, but that is just the basics.
Here is the list of models he got now:
2 x master engineer
5 x pistoleers including outrider
8 x knights inc full command
30 handgunners full command
30 handgunners full command
22 handgunners full command
1 x greatcannon
1 x mortar
1 x hellblaster volley gun
1 x warrior priest
1 x Empire general
He really wants to try out a big army this time, so if the list can reach 2500 that would be awesome! I have no problems with him trying stuff out, so if stuff needs to be stand in for the case of trying out stuff, it can be =D
If units like the Steam tank is needed or more cannons, I have some stand in warmachines he can use.

He doesn't have much in terms of combat unit's, swordsmen, halberdiers, greatswords, etc. My suggestion would be to grab at least a unit of combat guys, gunlines will only take you so far, otherwise he has some half decent models to work with.
I concur with Mr Noma. Grabbing some decent Combat units would be a good place to start. Great Swords are good but they're pretty pricey in term of hard cash so unless you're willing to spend a lot then stick with state troops. If price is no object then a unit of 30-40 Great Sword would be awesome. Otherwise the same number of Swordsmen is a pretty good bet. Both would be perfect.
As for extras. A box of Empire Wizards and maybe a Warrior Priest or two is another good call.
Does he have the Army book? If not, it should be Number one on the list of things to get. Empire have a unique and awesome set of rules called 'The detachment system' that he will be missing out on if he doesn't have he book.

With 2 engineers the list could probably have a fourth warmachine as well? another cannon probably.
After looking at the list and looking on lists in this forum, I feel its missing a BSB. Probably a good idea for an army with mostly LD 7.
He does have the book yes, and he have read through it a couple of times. I, on the other hand, have not... but I know the basics of the units and I know a little about the detachment system as well. I guess the 10 Crossbow men would fit the role as a detachment?
How about the handgunners units? is 30 a good number? what is mandatory when it comes to the command units. all out with standard, musician and marksman with Hocland Long Rifle?
Now, when it comes to the heroes and lords, how do I equip these for this kind of list? (The General of the Empire and the Warrior Priest) and where do I put them? I guess one should be in the CloseCombat unit while the other hangs out with the knights? I'm not sure any of them really are mounted, but I can ask my friend.
4 warmachines isn't uncommon in a 2.5k list, just make sure to leave the engineers naked, they don't have much use other than allowing a re-roll on your artillery dice, so don't invest too many points into them.
You will want a BSB at this point's level, they're almost a necessity as you said empire don't have amazing leadership.
