Someone I play always complains about how "nooby" empire knights are and he wants to do a game where I use only foot infantry so here is a list I have come up with.
Arch lector, Dawn armour, van horstmanns, Sword of righteous steel and shield-223
This guy is built purely for survivability and also to go against vampires in challenges
Captain, meteoric iron, Dawnstone, BSB-125
Warrior priest,Armour of silvered steel-135
Wizard, Dispel scroll-90
The captain is there to give my swordsmen units a re-roll at LD 9 due to being steadfast so they should never run from combat and also the wizard is there purely as a scroll caddy to prevent one spell from getting off.
50 Swordsmen 5*10, F.C-325
2 detachments of 25 Halbediers- 125 each

So, does "all infantry" mean no artillery? Because that's what I would add if I could. Also, you'll get beaten down by magic if you only have a lvl. 1. One dispel scroll and the lector won't protect you from repeated casting at this points level, especially if you're playing vamps. And Empire knights aren't "nooby", they're actually pretty crap this edition. All infantry is an advantage for empire.

Agree with what Jack said. Also, give the bsb mundane plate and a holy relic, he needs a ward save, not a rerollable armor save.
Lore of death is your best bet for killing vampires, I guess, but I'd strongly suggest dropping the WP for a pair of mortars.
Dawn armor is okay on the AL, but armor of destiny is better. I'd give him AoD, VHS, and then whatever magic weapon you can. A 5 point magic weapon for the BSB is a good idea, too, with all those ghostly things running amok.
You seem to labor under the delusion that a rerollable armor save is better than an armor save plus a ward save. That is not the case. Using the AL as an example, a 3+ rerollable is garbage compared to a 4+/4++. It takes nothing more than S4 or the armor piercing special rule to reduce dawn armor plus shield to 4+/4+, and anything more than that is disastrous! On the other hand, a ward save is harder to screw with.

Right, armor of contempt is for when you run out of 4++ options... It's way too easy to dispell to make it a good reason not to spend the ~50 points for a proper ward.

If empire knights are pretty crap in this edition, even if they are nothing more than a 5 man flank hitting force. Would pistolers be a better choice?
What artillery would you take to properly support an army like his? Ive heard mortars were significantly nerfed and cannons may actually be a better choice and hurrcaniums are practically compulsory due to their low cost and army synergy vs the helstorm rocket battery.
Hmm. Pistoliers are a better choice, but they do a very different job than knights, so they're no substitute. Truth be told, I'm going to start fielding a block of reiksguard with KF and LSH in it. The 18" rerollable LD10 bubble combined with a serious hammer that's fast enough to avoid anything it can't handle... De-lish!
And yes, hurricanum is the new no-brainer. Well-placed, it can buff three regiments. That alone is worth the points, if it gets a spell off, that's gravy.
As for artillery, well, at higher points, I'd take a brace of cannon with an engineer... But normally? Nada.
