One cannot take an Enchanted Shield for a Wizard - they don't have any options for armour in their entry. The only armour an Empire Wizard can take is the Armour of Tarnus.
Use Light, Beasts, Metal instead of Heavens
NecroLords: Use at least one Death Mage
    Brets: Use Peasants&Damsels
    Skaven: Don't use Skryre SAD

Oh. The Army Book says a Battle Wizard may take up to 50 points worth from the common or Empire Magic Item list, where the enchanted shield is found. So I don't understand why taking one is illegal.

Yeah its legal. He probabaly got mixed up with regular armour, because a wizard can't be fielded with that, but can be fielded with magic armour only.

Teron is actually right. On page 152 of the WHFB rulebook it states; "Therefore, Wizards cannot wear magic armour unless specifically mentioned in the description of the item."

Okay, so here's a re-write of the list:

Units in Red I actually own.

    Heroes

    Captain*
    - Lance
    - Longbow
    - Full plate armour
    - Warhorse Warhorse With Barding

    - Sword of might
    - Talisman of Protection

    Total Points = 108

    Battle Wizard
    - Level 2 Wizard
    - Hand Weapon

    Total Points = 95

    Battle Wizard*
    - Level 2 Wizard
    - Warhorse With Barding
    - Hammer of Judgement
    - Hand Weapon

    Total Points = 144

    Core
    Spearmen
    - 20 Spearmen With Spears, HW’s, and Shields.
    - Inc. Full Command

    Total points = 151

    Handgunners
    - 16 Handgunners with Handguns, HW’s
    - Inc. 1 Marksman with Repeater Handgun

    Total points = 148

    Knightly Orders*
9 Knights Of The Inner Circle
    - Lances
    - Hand Weapons
    - Plate Armour, Shields
    - Full Command

    Total Points = 274

    Swordsmen
    - 20 Swordsmen with Swords, Light Armour and Shields
    - 1 Musician
    - 1 Standard Bearer
    - 1 Duelist
    - 2 Detachments of Free Companies (10 men each) With Light Armour & 2 HW’s.

    Total points = 285

If you want him to fight and cast, why don't you get a Warrior Priest instead?

    Handgunners
    - 16 Handgunners with Handguns, HW’s
    - Inc. 1 Marksman with Repeater Handgun

    Total points = 148
I'd down this unit to 10 or 12. You don't need full ranks for a ranged unit. If they get in CC they're probably lost anyway. And if you spread out to 8 wide, you'll hamper your own movement.

    Greatswords
    17 Great Swords
    - GW's, HW's, Full Plate Armour
    - Inc. Full Command

    Total points = 270
17 is an odd number. If you take the Warrior Priest I suggest either dismounting the Captain or the Priest and letting him join this unit.

    Spearmen
    - 20 Spearmen With Spears, HW’s, and Shields.
    - Inc. Full Command

    Total points = 151
This unit needs detachments. If you bring that Handgunner unit down to 10 or 12 and slim the Captain down a bit, you'll save enough points to give him 1 or 2 detachments of Free Company.
For slimming down the Captain I suggest dropping the Sword of Might if he stays with the Knights. You want to be in the fight for only 1 turn, that's what the lance is for. Taking them both is a waste of points.
If you choose to dismount him and have him join the Great Swords I you free up the points of his horse and the lance. Perfect for him would be to have the Sword of Sigismund, but that isn't freeing up points.
Usually I find the talisman a waste of points. And your mundane save is good enough.
