Which one do you think is better to start an empire army, the battalion set, or the reinforcements battalion.
Also, which hero should i add

I would say the new army deal is the way to go.
I got reinforcement Battalion to start off. The thing is you get two rare units, the volley gun/rocket blaster AND the flagellants. However, if you use a warrior priest as a character, then they become a core unit, so this box w/ a warrior priest is a legal army to start with. I haven't played anything yet, but it will be character/magic heavy. I bought some militia to add. The cool thing is you get some good dudes to start with... just add some core as fast as possible.
I agree with Dotr the armydeal is better even tho its double the price but since its between the battlion or reinforcement box, I choose the battlion box you get 3 cores and 2 specials compare to 1 core, 2 rares and 2 heroes choices and to awnser your other question the best starting hero has to be a captain he the best fighter and his leadership is need to keep the army together to.
i think what mjzengr said is a really good idea, in my opinion.

I voted Battalion for 2 reasons you get 1 core, flagellents a cannon and the two main heroes you need captain and general. Great place to start the reinforcments box is a great add on followed by more infantry.

I would say the reinforcement box, with some state handgunners is the way to go. A warrior preist is indespensible due to his ability to allow flagellants as core. Replacing a wizard with a captain might also be an idea, so you have a solid fighter, a good wizard and an in between character.
The problem I have with the battalion box is that you only get 10 state troops in it, which isn't much good for a combat unit, especially when considering the average statline of an empire soldier
I would go for the empire army box, which has:
Empire General box set
20 new plastic Empire Hand Gunners
20 new Empire State Troops
10 new plastic Pistoliers
8 plastic Knights
Hellblaster Volley Gun
