Is it possible just to have a full cavalry army, and would it be 'better' than all cavalry Bretonnians list? (It'll be 1000-maybe 1500pts semi-casual)
What do you need to add (in both armies' cases) in order to make it work maybe?

If you're going for all-mounted, then you want Brettonians. They specialise in cavalry, having magic items and special rules designed to make their cavalry nigh-unstoppable.
That said though, yes, I think an all-cavalry force can be done. It would actually be rather interesting (though kinda boring on the table) to game with. I imagine Fast Cav outflanking, doing damage, and stuffing up the enemy, so the Knights can get convenient (and nasty charges). It would also be a cool excuse to get stuff like a pegasus and that.
Conclusively, give it a go, and let me know how it works out.
You can make a very effective cavalry army for Empire, however they do suffer from not having the Lance Formation. But there are plenty of characters and magic items that will help such a plan. EG Banner of Arcane Warding for you unit with your fighty character. Also found the Alred's Casket of Sorcery is quite funny on a fighty character when he rides up within 12" of enemy wizards then steals their spells one by one.
Also If you go all the way and tanke MASSIVE units of knights then they wourk exceedingly well if assisted by Kurt Helborg.
One better: Kurt and a Warrior priest.
If a Steam Tank counts as cavalry, then use that, extra hard-hitters that inspires paranoia in the enemy.
Another thing that I just thought of now, Kislev Allies would really complement them nicely. A bigger charge range, and the potential to stuff up their lines before a bigger strike could prove invaluable.
The nice thing about the empire all cav list over the brettonian's list is that you have options that are different. Brettonian knights are all pretty much the same but might have slightly different stats. Empire has units like fast cav that can shoot, which add a little more depth and dynamic.
I was thinking since I would only be making a 1000pt list, I probably would field 5 kotr units if I go brets, thus forgoing the lance formation anyway.
In that case, would an Empire all-cav army be ok? Is it possible to do without pistolers and such? Just lots of cav, general + scroll caddy?
You could do it without pistoliers, but they are great on the field and are rather fluffy too. Priests work really well in knight units, so have as many as possible.
As has been said it is possible to take no pistoliers, but at 1000pts who really cares, youl will have more knights than anyone else would. Also A scroll caddy can be cleverly hidden in a unit under the new rules, and if you throw in a warrior priest as your general, one of your units will be even harder.
On topic yes you can field a good all-cav army with empire it will not be as effective as the brets but that is there speciality. I would recommend the steamtank, it's perhaps no cavalry but is a great support to the knights.
