They were described in an issue of White Dwarf. My friend says that they fight in 4 ranks, but that's more than the High Elves pikemen. Is he correct? Also, if anyone has a link to their rules, I'd appreciate it.
I'm pretty sure they are Dogs of war.
Also, they get +1S when charged i think.
Yep they're DoW's, tis the only way to get pikemen. And they can fight in four ranks, due to the fact that a pike is about two times as big as a spear. And when charged by CAVALRY they get a +1S bonus (I think).
As for rules check out the GW site under Dogs Of War, this should give you a list. The pikemen are on here.

I just checked and it's the +1S vs cav and always strike first ^^ Not breaking rules, as it's free off of GWs site
Yeah, but my buddy is claiming that a later issue of White Dwarf changed those rules, and that they merely haven't kept the site updated. I guess I'll just mail Games Workshop with my questions
Nope the rules haven't changed, I checked the Annual 2004 for them. And that's the current rules for Pikes, and only dogs of war may use them so he must hire them to use them.
But yeah the site isn't up to date with the FB stuff (yet they are with the 40K stuff <_< ) but if you check the annuals then the current rules are there.
As far as I know from the annual 04, the official rules for the pike are...
-fight in 4 ranks
-always strike first in first round(yes even when charged, but characters and magic items always superceeds this for going first)
-+1str when charged by cavalry(ooh, 20 str4 attacks before charging cavalry)
-the last two are ignored when attacked from sides or rear
-pikes ignore armor saves in h-to-h
(....just kidding on that last one)
