Initially sounds like cheese, but in truth it's not as cheese as the standard cheese list. Arch Lector on the pope mobile, although powerful, isn't considerably cheesy, espesicially at the mercy of cannons and bolt throwers. Two level two wizards aren't game breaking. Two steam tanks is where we're talking cheese, but you can't take the giant, which isn't particularly game breaking. Maxing out on cannons is obvious. Bringing as many knights as you can is a big mistake, as they're not incredibly dangerous yet terribly expensive.

This is the real cheese list:

Karl Franz on the Dragon, two steam tanks and four cannons. Core is all handguns and the heroes are all level two wizards.

You'll probably be facing other cheese lists (The rival elven dragon armies, Thortek's gunline, VC Manfred undead spam, Giant spam, etc). How do you beat them?

Gunline it up. When it finally gets to close combat have the STanks grind and terrorize everything to death. Have Karl Franz flying about and scaring the shit out of guys behind their line. Cannon snipe characters (You can guess ranges well, right?). Concentrate ridiculous amounts of shot on entire regiments to have them OFF THE GODDAMN FIELD. Wizards can spam spells, but their true purpose is to provide anti-magic support with the Stick o' power and tons of dispell scrolls.

We can combine quite possibly the two cheesiest things in Warhammer Fantasy: The Terror causing angry nigh impossible to kill monsters (Karl Franz and the STanks AND ONLY Karl Franz and the STanks) with the gunline/cannon spam. Take advantage of that fact.

    Can you smell the cheddar?

EDIT: There aren't any really cheesy Empire characters beyond Karl on the Dragon, and this is including non-army book characters such as Valten and the old Fire Lord whats-his-face. Valten is incredibly powerful in a standard army against other normal armies due to his inspiring presence rule but he's not nearly as great against cheese armies, while the old Fire Lord isn't anything special.

Personally, I'd throw in a few XBows in myself, especially against the likes of Thorek's gunline, and any other armies that decide to try outshoot this army.
