as the title says really, not unfair broken rules just things that would allow greater flexibility/ more themed armies.
cannons to be moved too a rare choice and have it as a "cannon battery" have 0-3 as a choice and get an engineer with 1 wound as a unit champion who can use his ability on one cannon per turn.
master engineers too be given bs 5, captians to be given bs 4.
swordsmen having an option for heavy armor for +2 points per model.
veteren infantry, state troops getting +1 ws and +1 initative too represent the units that have fought in albion and storm of chaos and nexus crown, as a 0-1 upgrade or being made upp to special for it.
just a few ideas id like too see.
An "Honour Guard" rule would be nice, which makes the unit a veteran unit, in the ame way you have Knights and IC Knights. So a RnF Core spears or Halberds unit could be made special by adding +1 to WS.
I also think that they missed a trick when Reiksguard foot were removed. A S4 2+ armour save infantry unit in HTH would be exceptional, and have a different battlefield role to Greatswords - Greatswords go after hard targets and act as support, Reiksguard foot to be a essentially Knights of the Inner Circle on foot, and actinmg as uber-swordsmen. Maybe have the option to drop the Knight unit from mounted to foot at X points, keeping hand weapon and shield, losing barded steed and lance

Oh, and bring back the War Wagon as a mount for the Engineer character!! This was an excellent battlefield weapon, making it suitably strong and tough would allow an Empire army to advance with good weapons support. And it would make the Engineer more attractive if the War Wagon was appropriately priced e.g. 100 points, as it would be a unique mount like the Robo-steed...

I, for one, would really like to see the extra d6" on first turn firing with a handgun special rule again. The lack of the rule has really kept me from fielding handgunners. For that matter, I'd like the old helblaster back, or at least have it add 1" to its range so that it can fire on the first turn if the opponent deploys at the edge of his zone.... but thats just being a little nitpicky.
I'd love for the griffon standard to be back to its old points cost. This is less fluff related, but I want my Elector count to feel wanted.
Engineers need a reason to be in the army again. BS5 would help a lot.
Not that they really need improvement now, but id also like my S4 T4 Flagellents back.
Finally, With plain chaos marauders being cheaper than an empire state troop and having better stats, I'd like an explanation, at least. I know they're cannon fodder, but still. give me free company at their base points cost and we'll call it even.
Then again, if I had my way I'd also like a rule in the empire book that says that everytime a unit of inner circle knights charges and are outperformed by their warhorses, the opposing side is unable to attack back due to bursting into fits of laughter. God knows its happened to my knights enough.

Let priests choose between Ulrican and Sigmarite prayers. Oh, and Taal, for all you Talabecland players. Oooh, and a Priestess of Shallya might be good. Possibly even Myrmidia, if you include a regiment of Knights of the Blazing Sun...
A Knights of Morr variant would be nice...

I'd really like our Knights to get a boost. Compared to the cavalry of the other factions these days ours basically militia on horses in armour and not the "elite of the army" that they are supposed to be. All the 1+ armour in the world won't compensate for that.
And the engineer needs a boost, defiantly.
I don't think the honour guard-thing is plausible. Nice, but would not fit really. We have the Greatswords as our elite infantry, after all. They are basically knights on foot after all. Of course, real knights on foot would be awesome (IC knights rules with full-plate armour, shield and hand weapon. Niiiice).
personally I'd like to see Greatswords be S4 I4, because then they could at least somewhat live up to there fluff then
I like the idea of being able to give swordsman heavy armour but i think halberds should have that to
engineers B4, really
dismounted knights would be good except instead of being like inner circle units right off the bat they could get longswords or something like that that give +1 strength and have the ability to upgrade them to inner circle variants and both could be a little less expensive then mounted versions
witch hunter type unit would be cool, they could have a stat line like a swordsman and could have heavy armour, pistols, hand weapons, and could be lead by a witch hunter(captain?) and could have the option of using special crossbows?
Longswords would actually make sense as being "hand and a half" swords that don't quite need 2 hands to be effective, but are too unwieldy to use just one hand solely. Perhaps they could work similarly to how orc choppas used to work, to the effect that they can be used with a shield, but can't gain the +1 save from hw/s combo. They'd still get +1 st all the time though.
I like the idea you've put forward for these imperial, would these rules be along the sort of lines you were thinking?

Thing is, then you have a new class of weapon long sword, which would arguably be made availabel to most other army books, I for one would demand it for the High Elves, where even farmers and artisans seem to have longswords......
Alternatively, why not give one unit of foot knights the ability to take long swords, which count as morningstars? They can use the swords in the longsword fighting style for +1 strength (3+ save) in the first round of combat, or the hand weapon + shield for +1 save (2+ save)...After all, longswords are tiring to use compared to stabby short swords, which can be used behind an overlapped shield wall.
They have a different battlefield use compared to Great Swords, and they get the resilience afforded by
