I am completely new deciding on what army i should work on. What type of army is good to go against the empire? I am looking at warriors of chaos, would this be good, or would he completely dominate me?
Such a vague question, for people to answer you must give more information, it all depends on what you get and what your friend gets for units, the luck of the dice, what kind of scenario your playing, terrain layout, how smart each of you's is. If your asking this question then I say your friend is going to win. This kind of question gets asked far too much, and its getting real annoying.

Agreed with the above post, i would just go for an army you like. Every army is capable of beating each other, what matters is the person controlling the army.
However, answering your question, WOC are very good and especially if hes using a gunline, Nurgle are effective.
sorry for the vagueness, completely new to the game and just now looking to get an army. we would both be starting with the battalion sets. I dont think we will be expanding our armies right when we get the sets.
how is converting done? you just use clay to mold what you want your character to look like + use extra pieces?

As to your question, it still seems a little ambiguous, as every army can beat the Empire in the right hands (it's very different to 40K), and the nature of every list tends to vary wildly, even among the same army. Though you may want a newer army, as those tend to be a bit more powerful, so I'd suggest Vampire Counts, Dark Elves, WoC, High Elves or Lizardmen.
I havent picked up the rulebook yet, but I will soon.
glad to hear that armies are a little more balanced than what I expected. I am used to games where its basically a rock paper scissors battle.
