This week's topic is - Elector Count
Why would you use him over others? Is the runefang a good option for him, or is he better with other items? Do you mount him on the monsters available to him? What unit is he best in? Is he worth getting into combat or being kept back to use his leadership and other abilities?
I find the elector is best in an infantry meat grinder army, where he has option to enable state troops an extra magic banner.
His use of Runefang is, IMO, best used against specific enemies and tactics where auto-wounding and no saves is useful, say against O.K., Lizard Saurus, W.C., etc
This is also dependent on him being a supportive general or combative, if he is used as Leadership anchor and to 'plug' the gaps then probably worth getting something cheaper and loading him with defensive. If combat orientated, I would put him with knights or on Griffon/Pegasus as character hunter, with Runefang, shield and FPA.
Other use for him is in Siege Battles to hold Mace of Helstrum (Cannonball Fist!)

I Think that elector counts are a good way to bring character-killing abilities to an empire army. i would place one with a runefang, in a unit of knights.
