so, my question is: when you remove a spell from the opponent is it removed for the rest of the game?

It's a really interesting item... But it's practicality is limited by the fact that you pretty much need to put it on a dedicated fast (Pegasus?) character.... If you're going to do that, you might as well use the character to kill the Mage in the first place... It would need more range to be used otherwise... And given the cutbacks in magic items in army books, I would be shocked to see that item make it into the next (allegedly coming soon) empire army book.

I look upon Aldred's Casket as a bonus feature to that unit. It is a war machine hunter that has something to do in the magic phase. Also - against the likes of Daemons, VC and WoC, going toe-to-toe with a Mage can be a bit of an ask for an Empire Captain.
