I have 3 empire battalion boxed sets, 2 new ones and one old one which comes with the lame 19 man regiment of spearmen. These spearmen will be converted to halberds. What would you build with this:
59 state troops(commands available x3)
18 handgunners (command available x1)
20 crossbowmen(command available x2)
20 greatswords(command available x2)
24 knighly orders(command available x3)
1 cannon or mortar
1 general on barded warhorse
That's what I've got to work with.
I'm thinking 30-40 swordsmen and the rest halberd detachments for the state troops
splitting knights into two units, one KoIC with great weapons, or reg with great weapons
splitting crossbows into two units of 10 no command
18 handgunners with musician and standard, maybe marksmen
20 greatswords with command
My big question is should I take a cannon or a mortar for now? Which is more effective with what I have to field. I plan on buying more warmachines but it won't be for a quite some time. I could also convert a Knight to a BSB possibly. Let me know what you think! Thanks!
I would say you are right about the 40 swordsmen unit, 20 halberds detachment. 20 greatswords, sure, that's about the right size and probably all you'll need unless you're going horde. The knights can't really be anything else and splitting them into two units makes more sense than three or more smaller units. That way you can field one or the other large unit or two small ones. And they can be KotIC or normal, there's really no distinction in models this edition.
As for the crossbows and handguns, 40 seems like more missile troops than I would ever take in a game under 3000. In fact, I have only 10 crossbows and 10 handguns and I frankly have a hard time writing more than one unit into my lists...missile fire just isn't that great this edition. This is just my personal opinion, and may Marne or someone else correct me if I'm wrong, but I would consider trying to convert some of those non-monopose bodies into state troops so you could have more than one block unit. Maybe 2x30 swords or 40 swords and 40 halberds? Of course I can't remember if the poses match for arm swapping.
With the mortar/ cannon, I would say mortar since you'll be playing at low points levels, but even so having one of each is pretty much a staple. Finally, for characters, it's up to you what you do with the mounted guy...having a mounted BSB is a good way to keep him alive, but also means you need him in the middle of your army so the knight unit he's with can't flank. With what you have so far, I think you will need to convert or get ahold of a Warrior Priest on foot, a wizard on foot, and possibly a BSB on foot. Generally (pun intended), the Captain or General is not the first choice of who to lead the army.

I think I will cut down the handgunners to a smaller size maybe 12-16 and convert some units. Thanks for the feedback, it's much appreciated!
No, I agree, this edition, missile fire is underwhelming due to the dramatic growth in target unit model count, while stone thrower type war machines are purest awesomesauce for the same reason ( take the mortar). Having had it suggested to me by Lord Borak, my next project for Empire, though, will be bumping one of my crossbow units up to 30 and giving them the banner of flame, not in the hopes that they'll suddenly start making dents in large melee units, but in order to strip hydras and the like of their regen save, right before they get a cannonball to the face. That's an untested idea, though, and it requires you to field a general of the empire first in order to unlock the banner. Taking the banner on your bsb instead is not a good idea, since crossbows make a pitiful bsb bus and he wouldn't get a ward save.
