I would surely like to have a stripped down Steam Tank in my middenheim army, but it seems unlikely it can be fielded! Looking at the white dwarf article it says a rare choice in an empire army, but the army list in soc doesn't mention it. So i wonder, is it possible to field a steam tank?

I'm pretty sure you can not...
Since it does not say you can, that mean you can't. You can only field the units the army list is telling you that you can field, unless an official article specificially says you can field it.
In this case the article specifically say you can field it in an EMPIRE army, and it does not mention any of the variant lists. Therefore, logic states you can't.
Also I think it would be rather unfluffy since as far as I know no Steam Tank is based there.

Unfortunatly Zundap lies in Ostland, not Middenland and therefore far away from Middenheim.
I think the only reason to have a steam tank in a Middenheim army would be a "what if"-army.. with a little, very little, small detail in history changed.
Because it looks like the Conqueror steam tank once travelled to Middenheim, but the Count did not like it or was not impressed "enough" and therefore did not allow it into the city...
My advice: Avoid the Steam Tank if you wanna play a Middenheim/land army since it's unfluffy because of two reasons:
1.A steam tank has never been stationed there except in the southern parts of Middenland which should not be represented by the Middenheim/land list, rather you should use an ordinary empire-list for the Garrison of Carroburg.
2.It's what the whole Middenheim/Ulric/Middenland army is about. Strenght in Close combat, weapon skill, fury in battle, and great courage... It DOES NOT rely on some stupid gunpower- thingy... If you really want a Steam Tank... DON'T play Middenheim/land
