First off apologies if this has been covered before.
If you arm a General of the Empire with the Dragon bow, does he get just the one shot per turn, or does he get 3 as his "Attacks" stat suggests?

Unless a weapon, missile weapons, states otherwise then assume it is only a single shot. If it was to fire a number equal to the character's attacks, then it would be stated so.
So in short, it is only one shot, not multiple.

Best use I've found for it is sticking it on a BWizard whose riding along with Outriders when I have spare points not being tied up in enchanted/arcane items. They have to sit still too shoot anyway, so he's usually hitting 1/3-1/6 the time, and over a game he'll get 1 or 2 hits with it on top of what his magic does.
Though I confess I mostly do that for some variety to keep my foes guessing what's going to hit them from where. It's not the most efficient way I could spend his magic item allowance.
