Just isn't close. Tomb Kings have no magic to supplement their army at this level, and nothing that can stand up to the bulls. One Tomb Scorpion will not be enough to turn the tide.
The ogres look to have more attacks at this point level and I think only the Prince would be able to stand against the bulls with minimal success. The tomb scorpion could help but odds are it won't do much against the onslaught.
Ogres for me.
There's nothing in the Tk arsenal to even threaten that big unit, and once it hits house, should make short work of the skels.
At this points level the TK have no magic, and fear doesn't bother the orgres. They'll smash into the TK lines and it will be all over from there. Rather an unfortunate matchup at this points level.

I was going to go TK (due to low LD versus fear) but then I saw they have a Gorger in addition to all else. Therefore:
The Bulls wouldn't need to take a test anyways, since they cause Fear themselves. just so no-one else votes against Markus on those grounds.
I gotta give it to OGRES, the only thing in TK that could stand up to them is the scorpion and it will lose to SCR, not to mention that there is no way that little bit of shooting is going to drop those Bulls.
TK just can't fight at this point level. they only chance they have is to cause a few wounds in shooting and hope that the oponent can't roll the 3's and 3's he needs to hit and wound.
Painting: 20 quarrelers
The Liche Priest and Prince have quite a nasty bag of tricks even at this level, but I think that the Bulls with their extra charge range vs the skellies may take it.
However, if the TK can get into a decent defensive position, e.g. behind a nice big wall, then the OK will
lose their charge bonuses and will be resorting to a clubbing match which TK are designed to do.
My vote would be OK in this one though - sorry :-(
