Regeneration is too good to pass up and I think the Vampire will be able to make a large dent in the in the plague bearer ranks before they can do too much damage.

Now for tactics. My general tactic here will be to capture all table quarters to win by 900 VP's......joke again

I'm afraid my vote goes to the vampires - the static combat res and ability to raise in a small battle in both units is great, and the Count is simply too hard a fighter to leave many of the Plagubearers standing, regeneration or not
Both armys are imune to psych so the fear isn't going to matter much, just sure numbers and flanks not to mention the fighting ability of the Vampire will help them win this. if they get a spell off and can summon/replenish his troups then the vamps should win this.

The DoC have maneuvrability, so picking combats shouldn't be much of an issue.
This will be a huge battle of attrition. Whilst the Vampire will be able to replenish any losses, I don't think he can fast enough, plus magic is always very fickle, and all it takes is that one Miscast and things can go south from there.

I don't have either of the army books so this could be a bit hard...
I don't believe Plague Bearers have the punch (I assume they get one attack at strength 4 at most?) to out do the superior combat resolution of the Vampire Count unitsand will therefore lose.
