I agree, while probably a good match to watch, Sven Svensson's Oakenshields have better shooting, and better combat potential IMO. Magic is going to be near nullified by the Dwarves, so I just don't see a way around this for the High Elves.
It's Adventure Time!

Dwarves win the day, for all the reasons listed above.

I initially thought the dwarves but I've swung to think Guardians of Leviathan Shores will take it. Slightly more combat units plus 2 units of fast cav and 2 eagles I think will swing it. Shooting will be interesting but not, I think, game-breaking.
No more NG spearmen, thanks! Now I need some pump-wagons!
Reasonable magic defense, and enough shooting to kill off the sword masters easily will carry this day for the dwarves.

hmm... I'm not convinced that the Dwarf magic defense is enough.
6 dispel dice with +2 to dispel and a scroll will not stand up to 15-17 power dice and a power level 3 bound. Although Flames of the Pheonix is useless (until the Thane BSBs standard gets Vaul's Unmakinged).
I'm thinking that the HE will be able to hide the Swordmasters from shooting (deploy them on the right flank away from that hill with spearmen in front of them and eagles harrassing shooters).
I'm giving this to the High Elfs for their superior and more numerous combat units.
4 solid Dwarf cc units vs 3 decent HE ones, and two that I would consider easily beatable.
From range, I suspect Dwarf shooting will accomplish more than HE magic (especially as shooting won't get dispelled, and doesn't hinge on 5 T3 wounds with little to no armour), giving them an edge both in cc and from range. Without a doubt, they'll have to really work for it, but I see Sven Svensson's Oakenshields edging the win.
