Its a real shame that no tactics war submitted from Digger and no1cafe.
I like the matchup though. So many goblins against such a small elite force of elves.
I'll put my money on the goblins though, since I belive that the big blocks of squigs sooner or later will eat their way through each and every silverhelm and dragonprince.
With Pump Wagons, Trolls, Squigs and Spear Chukkas the goblins beat the elves in a straight fight...hand tactics been submitted I expect things may have shifted the other way. Goblins

Regardless of tactics, I think this will go to Goblins. The dragon princes and silver helms are good support, but one on one, the squids will strike at the same strength, and are much more numerous. Mix that with some pump wagons, trolls and another 110 goblins on top of the 80 models worth of squid herds, and the elves are going to have a tough time handling just that many bodies.
The elves kinda look like they're set up for a fight against WOC, khorne or nurgle daemons, maybe OK...but not a green tide.

No tactics is disappointing, but one thing I find odd is that no one has commented on how terrain will impact this game. The HE are setup perfectly in a defensive turtle position, causing the O&G to cross the board(albeit a shorter distance with proper deployment), and pass near those Bane Stones. All the while retaining the Arcane Ruins bonuses...
I think even without tactics, one would assume that with a Seerstaff he isn't going to pick the weakest two spells from Shadows...Granted he did not get P90X, he did however get Doom and Darkness, and character sniping spells, and is likely a safe bet that he dropped fear for the default, but even as it stands, Doom and Darkness is going to be an issue here for non squigs and pumps.
He might be able to get two turns with proper eagle use, possibly three before any huge combats happen, and I truly think that he is going to be able to cause some unfriendly panic checks at that point, considering he should be able to eliminate the BSB and/or General in one go, seeing as they have no ward saves...
I think this is a classic case of people so far looking at a list and saying list A has 200 guys and can't kill them all so they lose... Which I would agree with if the game was simply about just the combat phase. On sheer numbers the HE will go down. Due to board position, he can get at least two phases due to going first, and should see the characters gone, and the blocks that can, panicking off...HE

Too bad no one submitted tactics, but i would give this to the Goblins They greatly outnumber the elves. Doom diver, spear chukkas,troll vomit, fanatics - all take a large chunk out of armor, making short work of silver helms and dragon princes.

Once the eagles take out the Doom Diver and the Spear Chukka, they go and draw the fanatics out and then... lots of gobbos get pin-cushioned...
The High Elves aren't going to move from their setup until they absolutely have to i.e. Heavy Cav charge range. Then there's the casting of Doom & Darkness on the General's unit (woo a re-rollable Ld 4, which you HAVE to use from the 'Inspiring Presence' rule, you don't get to use the normal unit's higher Ld, see pg107) so a panic check flees ~69% of the time and the trolls fail stupidity ~69% of the time...
To win, units have to be destroyed or off the table... for me, High Elves are much more likely to accomplish this, particularly as they have first turn.
This goblin army is the largest in the tournament, even larger than my beastmen horde of spears The high elves are outnumbered by so much I just don't think they can do enough damage to worry the goblins at range, and they will get eaten by squigs in combat. Also, they have the doom diver, one or two good shots and the elf cavalry is no longer there.
