Was looking the codex over,never played chaos before,and was wondering who can take a steed?
I'm assumeing that my termie lord would be too heavy to sit on one.
Yep, models in Termie Armour are just too heavy and bullky to use a steed/mount.
Other than that, a Power Armoured Lord or Sorcerer (or both) is good to saddle up!

The Slaanesh and Tzeentch are both fine options, as they provide movement modifiers. The Slaanesh one, in particular, is one to consider, because it's the only way for chaos hqs to receive the much desirable 24" max charge (6" movement +d6 fleet + 12" charge).

If you really want to use skeletal horses, then mount some CC-armed CSM on them. Treat them as Raptors and call them something like "Riders of Apocalypse". Theyre fast and can ride through walls (jump over them, that is).
Thats a pretty good idea.
The counts as rule is great for conversions and substitutions like that.

Don't I know it. I have 8 Juggernaughts of Khorne that used to be my Chosen, now I can only take 1 or 2 in a game. Looks like I'll be selling them to some fantasy players then.Only lords and sorcerers can take mounts.
Just to let y'all know a Lord with a Steed of Slaneesh and Blissgiver is a nasty thing.
First turn: Moved out six inches, opponent was all happy because he thought he was going to get to shoot me up cause the only place i could go was in the open. Needed 3 inches to get behind good cover, rolled a 5 on fleet. Hid.
Turn Two, Moved six inches closer, rolled 2 for fleet, assaulted 10 inches. Rolled a 6 for my extra attacks on the daemon weapon, squad of marines go bye bye.
Repeat with the next squad.
Steeds are a good thing ^_^
I use the WHFB model of a Lord on a Steed, a little conversion and it looks very nice.
A warning however.
Doing this may curse the unit. I kid you not. I've used this model in two games sofar, one WHFB and one 40k. In the WHFB one (my first game) he got A COMET dropped on him...
The 40k game...he got multi-melted....by a landspeeder...

The Children of Fulgrim: 5-6000pts of Emperors Children
The Kabal of the Bloodied Claw: 2000pts of Dark Eldar
just bear in mind.. to have a mount you must also bear the mark of one of the 4 major gods.
additionally only Tzeentch and Slaanesh have a movement modifier.
