Right, having recently picked up the latest WD, and seeing the Chaos Sorceror in terminator armour I have decided to crawl back into the warped bosom of chaos.
Also I have decided to celebrate this by starting a new chaos army seperate to my black legion forces. My first stop will of course have to be into the local hobby shop to pick up a copy of the new codex(If it's in yet, where I am is a little behind everywhere else in the civilised world)
However on the good chance that it isn't I'd wonder if it's possible to get a little advice on what might comprise a simple core for an army in the new codex, based around the idea of a fairly mobile force (I'm basing the army on a simple CSM pirate raiders idea, so will be aiming for fairly fast and hard hitting)
I'm planning probably on starting with two squads of CSM's in rhino's, and will exand with time, what do ye think?

Well, the new codex is about the hit the shelf (I believe sept. 15) unless you're willing to buy the armydeal. But basically, it's coming somewhere this week.
As for your idea; well.. I'm not saying it's a solid list/idea but for casual play... why not?
Rhino's got cheaper and don't forget stuff like Havoc launchers. Which is all quite a bit cheaper.
For a core, I'd go 10 man squads (and of course if you'd like; in rhinos). 10 men gets you 2 special weapons (or a special and heavy one).
Maybe a termie squad that deepstrikes. Icons work as teleport homers now, so no scattering. Or.. you might even go raptors (no limit on the amount of squads; besides the obvious fast attack limit ) You could give your lord wings to make him kinda mobile. It's all a matter of flavour if you want a mobile chaos army.

Yep, grabbing the Codex is a must but apart from that, go for plastics. Few units of Chaos Marines with Rhinos is a solid start. Maybe a Predator Tank or two, and a box of plastic Terminators, and you're really in business. I myself like the new Spawn models, even if they aren't very reliable on the tabletop. But still, very fun and Chaotic
The grand thing is: these are all very reliable choices to use in a Chaos army. Very. And Plastic = more for less $. These will be the cornerstone of many a Chaos players list, yet as you finally get some other 'exotic' units like Obliterators, or Bikes/Raptors, then you can shift the focus of your list from a 'Footman spam with Termies' to more of a 'fast hitting fastfooted... type of fast... army.... with Terminators...and Rhinos'
