I have been out of touch for nearly a year. i was able to get my hands on a borrowed copy of the new Chaos Codex. What happened to all the special rules for the individual chapters. No more Emperors Children or Iron Warriors? Are there going to be specific codexs released for these chapters, AKA Dark Angels?
Don't know about specific codex's for the different Legions but they no longer exist in the way they did in the old codex.
You can still play Emp's Children and World Eater etc, there are not restrictions or benefits to it though.

The "A Smart Player Will..." theory is a complete paradox. If we make an assumption that everything we do is outsmarted, then theoretically we can never win.
As said, you can still do it, and I keep hearing rumors that WD will have specific rules coming for individual legions, like they did with the Blood Angels on the loyalist side.
I don't think they will remake the legion rules, at least for quite some time (maybe 5th edition?) But GW is making the codex's simpler for newer players and to attract a larger group of people, so every army is getting less individualistic game wise. But this also reduces the individually power gaming of an army, making the game more balanced.
Getting off topic, but imo if they decide to make the codex's simpler then the actually rules for the game should be more complex.
The codex options are simpler. But the army itself has more depth.
There's less importance in your list now. You can't just theorise lists together and proclaim the victor quite so easily.
It depends on how you use them.
You can still play the legions. You just need a bit of imagination. The codex doesn't have specific rules telling you 'you can't take XX or you can't upgrade YY', but with a few brain cells it can easily be worked out.
