I was wonder would it be okay for me to use imperial guard chaos cults to represent lesser daemons.
I would let you and I think in friendly games anyone should let you. In a competition however, probably not.
Here's some fluff reasons
It could just represent throwing out cultists into the fray as a distraction
Or it could be cultist coming out of hiding to surprise the enemy
Some people might complain, but I'd say as long as they look pretty chaosy it should be okay with friends.
Or the maneuverings of Tzeentch could somehow pit them against their fellow loyalists

AsI have understood the "normal" tourney rules, there is this thing called "counts as" which in essence meens if you use a model to represtent something else. Like in your case cultists instead of daemons, and you don't use cultists or daemons that are not represented in this manner -you'd get away with it.
Since the rules for daemons are unique and there really is no WYSIWG rule you are breaking (no flight, number of weapons, kind of weapons etc) there should really be no problem.
Why not mail the staff of the tourney and ask what they think?
The problem with guardsmen and WYSIWYG is Lasguns. Take'em off and convert a bit, and you're ready to go. Daemons don't shoot anything.
