Can I pull a single unit (like indepandent) 2D6"
I can pull a squard of unit for 2D6"
I cant really understand what the codex says >"<
when you use this power your using it instead of firing your gun. So your going to suffer from the same problems that normal shooting has. Things like line of sight, range, ect... My understanding is that you target units the same as when your trying to shoot them and targeting independant charcters has the same restrictions as if you were trying to shoot him.

or my target is a whole squard? (like 10+member of CSM)
If an independant chaarcter has joined a squad (And isnt just near it for the purposes of targeting) then they count as part of that squad. The lash can move squads, and since the independant character counts as part of that squad, then you can move him with it too.
And can I just say, I know this is COMPLETELY irrelevant but, Woo for first post in about 3 months. =D
