I was just wondering if anyone knows of a reason why marines forget all of their mental training vs terror tactics and fear when they are no longer following the emperor. I just can not think of any fluffy reason why a chaos marine doesnt have ATSKNF. Guessing it is just one of those things where GW decided they shouldnt have it, but thought I would ask since my marine / chaos fluff knowledge is not the best.

We pretty much do have it. Bring along the Icon of Chaos Glory and you'll rarely fail a save - at least IMO. It makes a little more sense for us not to have it, as we are sort of selfishly inclined - they'd flee to save their lives if it wasn't necessary to the mission that they stay, etc. Space Marines would be more than happy to die in the Emperor's service.

emperor's space marines are willing to die for him because they respect and love their emperor and are kinda indoctrined to believe that he is a super-human entity(and maybe he is). You probably knew this, just re-explaining it.
chaos space marines , some are fearless, it depends on how devoted they are to certain chaos powers and other things. Most of the renegades have quit the emperor's service but have not yet chosen a specific power to worship, so they have no entity's protection yet, and thus no fearlessness. Now take, 1k sons, plaguemarines, khorne berzerkers, and noise marines, they are all fearless because they are heavily dedicated to one of the chaos powers. The possessed marines are the same way for the same reason, sorceror's /lords/daemon princes are the same fearlessness because they are devoted to a chaos power to get their strength.
So to say that they dont, is really only true for the very basic trooper, which really represents a renegade or an initiate chaos marine versus a truly devoted chaos marine. Once the chaos powers take hold of the trooper, he's fearless as the rest. Until then, he's basically alone and on his own, and has to save his own skin any way he can, but the chaos powers have not yet claimed him and made him near-immortal.

I've always just played it that the Space Marines of the Imperium are not fighting for themselves. They are fighting for their brothers-in-arms, their Chapter Masters, their Chapters and the survival of the Imperium of Man.
Chaos Marines became so because they fell to temptation, to selfishness. Where a Space Marine fights for something outside himself, Chaos Marines fight purely for selfish reasons. And so when presented with extreme danger, continue along this pattern of selfishness; and run to save their own hides (or at least are more likely to).
Loyalist SM have ATSKNF because they are willing to give up their lives for the emperor's cause, csm having thown away those vows are now more concerned with their own selfish beeings, so when they fail their morale check it's not like their running cause their scared, they just say "to hell with it, I'm leaving".
And also don't forget that Chaos marines have a higher leadership then Loyalist Marines.

I simply believe that because they are not following the Emperor anymore but their own personal agenda the Chaos Space Marines develop something called "survival instinct".
Yes they might fear very little because they are in fact almighty, but when the odds are stacked against them they reserve themselves the right to choose if the price they are ready to pay to acquire what they is too high (ie.: their lives).
Only the fear of a Chaos God (or dedication to it), or the fear of a Chaos Lord can overcome that newly found instinct.
