As I read, you have to put down as close to half your army as possible, which means that if you have an 11 unit army, you can opt to deploy 6 or 5.
Which do you think is better, and even number of units where, even if you miss the roll, you still have a decent amount on the table, or an odd number where you can gear to have a really nasty group but one that won't be as good?
I would always try to skew the army to one side being more powerful to take advantage of the 3+ goes your way rule. There is a balance though to not make the other half so bad as to be almost un playable if you roll a 1 or 2.
With an all Tzeentch force you can shift the balance even more. If you roll bad and get the "wrong" part of your army they can often deepstrike far away from opponents and just kill time & harras the enemy until help arrives.
