I was wondering what the consensus is on people using the new Loyalist codex to represent Chaos Marines.

I think people need to learn to grow up. Really people are you that concerned with the new bells and whistles to play a completely different rules set? I personally will be staying with my CSM codex and will look forward to demolishing loyalist scum, even if they look like traitors.
I've already won a game against new marines.
Ignoring the seemingly childish response of telling people to grow up, i personally feel that using the new marine codex to represent chaos marines can be effective. In terms of fluff you can justify it along the lines of the marines recently turning to chaos, and as such enjoy the full extent of the imperium's updated wargear. In fact for a newly turned marine chapter the codex may well not fit with them as they would likely yet have access to the infernal engines that is a Defiler or contact with the Obliterator Cults.
Although of course you may want to establish a bit of fluff for some units, such as your chaplains, perhaps renaming their psychic powers (though using the same rules for them) etc. Just remember, the game is about having fun and there's nothing at all wrong with painting marines in chaos colours and adding in some variations such as modelling a mutation or two on.
Tourniment wise of course you would put yourself down as a Space Marine player as you're using their ruleset.
Just remember, its a game, so have fun, and if you're playing with friends then as long as you both agree to it, it's perfectly legal.
since i haven't read through the new sm codex, i can't say whether i would do it or not. what i can say, is: i don't mind people using the sm codex to play their chaos marines. since the new chaos codex came out and the legions kind of vanished, i see many reasons for people to represent their legion army by using the sm codex (like a librarian with fear of darkness in an assault marine squad. if that doesn't scream nightlords then i don't know what does).
I think certain legions can be better represented with the new SM dex, that and with the million options i feel i can make a more fun to play list with the new SM dex then i can with chaos :/.
I have mixed thoughts on this. For a somewhat newly renegade chapter? Great, I think it makes plenty of sense, so long as your opponent is aware of what you are doing, and you don't say your 'Playing Chaos Space Marines', implying that your using the CSM book.
For one of the more established Traitor Legions? Not so much, being totally honest I would not be happy if my opponent was playing DeathGuard, and saying 'These Nurgle Marines are really Sternguard veterans, this defiler is a thunderfire sannon, this squad of daemons? Space Marines, and that is not Typhus, he is a drop pod!'
Yes, this is an extreme example, and more of proxying than anything, but if you want to make something that cannot be represented with the normal rules (An recently renegade White Scars successor using mostly bikes, for example) then fine, but if its just 'OMG I WANT SCOUT BIKES AND DEFILERS!' then I would not be too happy playing against it.
Although, I daresay its your gaming groups call, not mine.

I will use it for my night lords because I already have another undivided army. Back in 3rd edition CSM, there were legion rules, now, my only other option is to go for another codex or to live with 2 undivided armies.
Plus : Night Lords ought to like drop pods.
Also, I made sure not to use any assault cannons, or other stuff that CSM shouldn't have. Even my dreadnough will be fitted with a plasma cannon.

The loyalists get new toys, yet their chaotic counterparts are stuck with the same stuff?
Honestly, there should only be a few things that the armies don't share. Like the LRC and the Defiler.
At a fluff standpoint; the Imperium hasn't been creating new weapons because the Age of Technology (when everything was made (or at least designed)) has passed and anything new is practically deemed as heresy.
If the SM's get the Orbital Strike, then Chaos should have their equivalent, like a warp blast or something.
That's just my thoughts of it.
