I must be reading the rules incorrectly, but the way I understand it, you can replace a bolt pistol with a plasma pistol or a bolter with a meltagun. However, in either case, wouldn't you still have a bonus attack for having a pistol? So under what circumstance would a plasma pistol with lower stats and a higher price ever be better than a meltagun? What am I missing?
The opportunity to stand still and fire twice with the plasma pistol?
It looks cool and won't alienate models that already have plasma pistols from the old codex

Sometimes you run across something in 40k that's absolutely useless. The plasma pistol is one of them. The only reason you would have one is because, as MadLarkin said, maybe it looks cool. Or if it fits into your fluff. Or you love the "Get's Hot" rule so much you have to have it on a champion.
well can you take a melta gun and a powerfist?

i wouldnt call str7 ap2 pistols useless.
i use 2 on my zerker squad and they have pulled their weight many times over.
and only take them because, they cant take any other special weapons.
edit: oh and my sorc uses one.. just because he's a sucker for pain.. (and the model came with one..)

Khorne can use them well, since the shooting before the charge is always useful, but its not worth 15 points each, it should be 10ish
okay so with the exception of Berserkers who have no other options, it looks like there is a concensus that they're overpriced or useless. as for taking a PF and Meltagun, it doesn't look like it would ever matter, as in every case I can see, you'd still have a pistol of some kind. am I wrong about that?
