Ok, now it says Warptime allows re rolls to hit and to wound for the entirety of that turn, does that mean the psyker may re roll to hit and wound for shooting and pyskik power like doombolt and bolt of change? Also, does re rolling to wound in CC or shooting also affect armor penetration on vechilces

Yes, it does let you reroll failed rolls to hit and to wound in shooting.Becouse the spychic powers you mentioned have shooting profiles you can reroll them too.I don't realy know about the armour penetration thou.
Nowhere does it state that Armour Penetration rolls are substituteable for To Wound rolls.
And before you start "But it doesn't say I can't!" My Imperial Guard codex doesn't specifically say I can't give all my Guardsmen a 2+ armour save for free either. Go figure.

Just to chime in:
reroll all to hit and wound.
no penetration rolls.
Warptime and Doom Bolt or Bolt of Change makes the Tzeentch Sorcerer one of the more devastating models in the army. Unleashing a nasty, low AP shot at a unit prior to a charge allows the Sorcerer to assassin just about any character that might be hanging around.
