I just got in my bikes from E-bay and with them I got conversion bits for Doomriders. Their custom bike tops have meltaguns built in, and they have a CCW/PW in one hand with other on handle. Can you count this type of model as wysiwyg for a biker with meltagun in a tournament though its not in his hand?
I personally would count them as such, just because the meltagun isnt in his hand, doesn't mean it ca't be fired by other means.

I realise this is a couple months old, but in case the original poster (or anyone else) is still wondering, I would say there is a good chance this would not be acceptable for WYSIWYG in a tournament setting. The Chaos Bikers entry in the codex indicates that the melta replaces the close combat weapon, not the TL Bolter on the bike. This has an actual impact on the rules for the model, as it effectively has one less attack (due to no Pistol + CCW) and the option of firing either the melta or the TL Bolter, so the model as you describe it is incorrect could be confusing.
It's true that the GW models appear to have bits for replacing the TL Bolter with the special weapons options, but this appears to be a case of the model not being updated to match the newest codex.

Most tournaments that I've heard of encourage custom modeling. It makes for a much more enjoyable battle than with a tonne of uniform models. As such, I would think that you should be able to use the Meltaguns on those Bikers modeled as such, so long as you clarify with your opponent prior to the battle -- that the upgrades replace those models' close combat weapons, and thus they do not receive a bonus attack for having them. Just state that you modeled them with chain weapons because they look cool, but will bare no impact upon the game (aside from looking pretty)
