If I was going to start a Chaos Army soon, I think I would go with Night Lords. With the new rules, they are looking just as good, if not better, than the "big four" of chaos armies.
First, they get +1 to their cover save with the Stealth Adept Skill, which is extremely cheap. With the better cover saves in 4th edition, it's possible for them to have a 2+ cover save inside of a bunker and a 3+ cover save in woods. This is really nice.
Second, they get an extra fast attack at the expense of two heavies. Well, tanks now suck a lot worse than they did, but bikes kick total ass. So now you can have one Predator or Land Raider and FOUR squads of 10 bikes with furious charge. Top that off with a 3+ invulnerable save if they move 18" or more. Of course, it would be expensive as heck, points wise, but it could be done.
No LR. They suck. Stick with a lascan Pred or a nice tankbusting Dreadnought.
As for four squads of bikes, I'd be reluctant...I think Raptors deserve a little more precedence in an NL army. I definitlely am liking the bikes now though. GOD DAMNIT!!! Oh well...I'm a tread-head...I'm stuck on IW now...
I really really like 4th. It makes formerly unfathomable armies competitive. It's awesome.
You're not "stuck" with IW. You can take 2 squads of bikes in your IW army. This means that it will, normally, take your enemies by complete surrpise, I mean, bikes in an IRON WARRIOR army. They will add a serious punch to any counter-assault movements you decide to undertake.
True...hmmm...actually, only ONE squad, as I intend on using my 4 HS slots up before adding any FA, simply because it feels a little more fluffy...but yeah...Bikes is gooood. They'll find a home in my 2k point list, as I've already gotten a 1850 list down on paper that I like.
Nightlords RUUULE! Uh.. well.. Haven't been playing with them yet, but I'm buying and painting an army of them right now, for a tournament in september. I choose them because of their looks and fluff, so I'm really happy that they're suddenly very good ruleswise as well. There are opportunities for as many sick army lists as with the Iron Warriors. I mean, 40 raptors, or 40 bikers, or 40 furies! Then you can rely on obliterators and a defiler for the shooting...

Havocs, my friend, havocs. They are excellent with 4 MLs or Autoannons (two of the best all-around heavy weapons, point for point, in the game) and the Tank Hunters and Infiltrate veteran skills (no MoCU for you!. But grab those Oblits. We'll be seeing much more balanced lists now. Oh, and both Raptors and Bikes can kick ass at tankbusting as well, so Lascannons aren't a total necessity. Also, you could take a Dread instead of the Havocs. They're both a little more fluffy for NL than a Defiler, as far as I'm concerned.
The great thing about the new edition is that you don't NEED a lot of tank busting anymore. Transports can't claim table quarters anymore and tanks only benefit from hull down 50% of the time now.
I really like the idea of a mounted Night Lords army, but when I started adding the points up, whoooo! Chaos bikes are a lot more expensive than my White Scars and they have to PURCHASE all the upgrades that my bikes come with standard.
WS get Countercharge, Hit & Run and Skilled Riders for free. Now, if only they could have Furious Charge....
FC, would be a reason for me to make a NL army. Not the mention the sweet cover saves.
As a side note, there's not limiting factor on IW fast attack. I can take 3 squads of bikes if I want to, it's just something you shouldn't see a lot (only in some special scenario).

yes, NL are good under the new rules, but I don't consider them that much better than before. At 34pts a bike, I only really think that the new rules make bikes worth their points in games below 2000pts. And they'd better be good because combat squads in rhinos are no longer a sensible option.
look at it overall, NL are no better than other armies, simply more specialised. you could say that NL are better now, because the new rules work better with the more mobile armies and NL's have been improved in this area by the new rules.
@hourglass: Why do you say that tanks suck under the new rules? they sound more mobile (depending upon your weapon combination) to me.
