Simple question is lucius any good or is he completely useless and should never be taken even in an emperors children army
If a Million Guardsmen die, that's a statistic. If one marine dies, that's a tragedy.
Here's what I posted in Canew's thread:
"Lucius: Not a bad choice at all. He's actually a good all-around model. While his number of attacks is average, at the same time, he totes around a vicious doom siren, which should kill on average 2 MEQs on the charge. In addition, he's got a nice built-in self-defense through his lash, and typically kills an additional MEQ once all attacks are resolved."
On paper, he's almost on par with Kharn and better in my opinion than Huron.
Spambot kill tally. . .337
He is better then Huron but not as good as Kharn. He does has his uses. Just as Rabbit said remember that he has that Doom Siren which usually surprises people. I really only use him so i can have two doom sirens in a noise marine squad very effective at clearing MEQs.

The doom siren is a killer, great at digging out MEQ's and hordes alike. Makes him a very versatile tourney character.

The "A Smart Player Will..." theory is a complete paradox. If we make an assumption that everything we do is outsmarted, then theoretically we can never win.
Though he's not bad, personally, I would rather get a chaos lord w/blissgiver.
"He is better then Huron but not as good as Kharn" - that doesn't really seem fair, characters usefulness is entirely relative on the rest of your list/your opponents list.
If you've got an emperors children army, you really should feel obliged to at least get the model for friendlies, even if you never use him in a tourney. He is a pretty damn good all-round character, and I have no complaints about him ever not being useful - it's just that there's usually something else that does what you're trying to do better than him.
The greatest swordsman in the former Emperor's children legion, and with an ego to match.
The influence of chaos has done nothing but lift his prowess above and beyond what others consider normal, even for an astartes, and as such he willingly submits himself to impossible odds, tempting fate as it were.
He eviscerates his foe like a nightmarish dervish before finally, his pride becomes his downfall and he succumbs to the sweet torments of his injuries.
And thus he is reborn to savour battle once again.

Yup, basically a fun guy, aim him at something that doesnt have powerweapons or higher I, and you won't go far wrong, just don't count on him surviving it
