So. I FINALLY got my rulebook, and spent hours reading through it over and over.
Got a fun question for you.
According to the rulebook, walkers can fire ALL weapons as if they were stationary if they move up to 6 inches.
In other words, the battle cannn on a defiler (It is a walker, still, I do believe) can be moved 6", turned, and fired.
I'm not conviced this is completely gamebreaking, but I can't think of any other ordinance weapons on walkers.
So, three questions:
1. Am I correct in my rules interpretation?
a) obviously, if you fire the BattleCannon you still can't shoot anything else.
2. How does this work to the advantage of the Chaos commander who knows this rule?
3. Can ya move, shoot the battle cannon, then charge?
Im a little hazy on the rule myself but i beleive you can move and fire the battle cannon but as you've said you cant fire no other weapons.
One way that i've seen people use this is to gve the defiler two Close Combat weapons, move first turn fire, move second turn fire, then run and assault (fleet) on the third turn.

That's exactly what I do with my Defilers, I shoot out on the first turn, maybe the second as well, but after I Fleet and go for assault as soon as possible - they can do quite a bit of damage that way and another big perk is that they are much less vulnerable to AT fire when in CC.
I asked at a games workshop and he told me it can move, fire and assault the same squad in one turn, so if you intend on assaulting a marine squad, you have a huge chance of actually killing every last one of them.
Also keep in mind that it is a walker, and so its torso can pivot as you desire, you don't have to turn the whole thing around if you're shooting off to the left or right, this help can with rear directional facing if that's what you're worried about.
Hotspike, I believe the defiler's battle cannon is on a turret, so it would actually have 360 degree view.

I love my defiler, the rules and model are awesome, but I have had horrendous luck with battle cannon scatter! Surely I'm owed some good luck.
