Ive spent my years collecting Guardsmen, but now I have turned my hand to Chaos. unfortunately I have no idea the ways to go about it. First, do the Chaos gods rules still apply? And what is a good Hq and set of troopps, fast attack and heavy support to start off with?
Our best HQ option is the Daemon Prince with wings and either Mark of Slaanesh and Lash of Submission or Mark of Nurgle and Warptime. For troops our best options are squads of 7 Plague Marines with meltaguns and champ w/PF, squads of 8 Khorne Berzerkers with champ or squads of 10 CSM with champ and PF and 2 special weapons. Best heavies choice is probably the Obliterator, they're incredibly versitile being able to take down troops and enemy tanks. Our fast attacks are both good ( I know there's 3 but really, Chaos Spawn don't count) you really won't have any problems with either. Our only options worth taking for our elits are termies or chosen, dreads are too unreliable and possessed cost too much and do too little.

The god legions are gone, if you run all the same god it's just a theme and probably good kharma.
I'd agree with a DP as the best HQ, they're easy to use and just stomp things. Mark of Nurgle, Wings and Warptime is a truck.
I like Nurgle Marines for Troops as well. They get special weapons in low numbers, are tough and are forgiving.
Fast Attack, Bikes and Raptors are great tank hunters in small units. I'm partial to Bikes for raw speed.
Heavy Support=Obliterators. They're good against every army and are, again resilient.

HQ: The most popular is the Lash Prince; that is a Daemon Prince with Wings, Mark of Slaanesh and the Lash of Submission. I have to say that a Prince with Wings, Mark of Tzeentch and Warptime is more effective. A 4+ invulnerable on a monstrous creature makes me laugh.
Elites: Terminators are a great choice. Three with combi-meltas are great, deep-striking in to bust up a tank, or five in a Karmoon special, four with combi-plasmas and one with a heavy flamer. Possessed are also great, the random factor makes them hard to deal with.
Troops: All of the Chaos Troops are excellent. Pick whatever you want on fluff and looks. Standard Marines are cheap(er) and decent; Berzerkers are killing machines; Thousand Sons eat MEQs, Plague Marines are unkillable; and Noise Marines get Assault 2 weapons.
Fast Attack: I like bikes, to deliver an Icon into the enemy ranks quickly. They are also very tough with the Mark of Nurgle. Raptors are OK but not my favourite.
Heavy Support: Obliterators are the choice that jumps out as the top choice, but I've been liking my Havoks for a change. Defilers are killy, they are Walkers and can get loads of Strength 10, no Armour Save attacks.
Just my opinions, and the best way to start is to pick the fluff you like and base around them.
