I finally decided to go for a emperor's children army. I do not know if there is a difference between chaos space marines and noise marines, neither if noise marines are the normal marines in a emperor's childrens army. :wacko:
Are the rules included in the index astartes official, optional, or unofficial?
So should I buy an box of normal CSM, of emperor's childrens, or what?

The rules in Codex: CSM automatically supercede any of the CSM rules in the Index Astartes books. I'd suggest buying two boxes of Emperor's Children Marines and the Emperor's Children Lord -- or convert your own Lord.
though don't forget to include the codex: CSM as well
but remember if your playing with emperor's children you'll need a whole lot of sonic weapon later
While I agree with the sonic weapon thing, he might choose to play with a more melee oriented EC army, in which case he wouldn't need the sonic blasters and blastmasters.
You should also include daemonettes in you list. They are really a great addition, both fluff-wise and stat wise, to an EC army.
You should have at least one 10 man squad with all sonic weaponry and a blastmaster and one havoc squad with 4 blastmasters and the rest with sonic blasters. These 2 squads are extremely anti-infantry and in the case of the havocs if you give them tank hunting skill they can bust open anything on the battlefield from 3 feet away! Plus sonic weapons are all assault; the blastmaster profile changes on the move so be aware of that; so these 2 squads can still be awesomely effective on the move. Do include a couple of cc squads also or else you will be wasting the warp scream ability on your fearless warriors!! Good luck!

That's why they were created, to stop people making these kinds of topics.
Back on topic:
-Get 2 boxes of Emperor's Children
-Get an HQ (demon prince, Lord, Lucius...)
-Get (for a balanced army) one Elite, one Fast attack and one Support (you choose)
Well If you scroll to the top of the CSM page her you'll see that we have several guides as to how to start an army. you MIGHT get some answers there mate
while there a many good guides up above I feel that the EC one is a bit lacking. it mainly just goes over a few of the units unique to slaanesh and doesnt give many tips on how to build a good EC army. What was written up there is good and I agree with the writer on all his main points but It needs to be a bit more instructive on how to build an EC army. So far hes just critiqued daemonettes and sonic weaponry.
when going with EC you need to choose how shooty and how CC you wanna be. EC has the ability to be very shooty and can also make a decent CC army. (although if you wanna go CC you might be better going with Khorne)
here are a few basic troop combos that really seem to work.
6 noise marines in a Rhino
free aspiring champ with combat drugs and P. fist and maybe some other things to keep him alive but be careful not to go over board
rhino with Blasphemouse ruin and warp amp
a squad of daemonettes waiting in the warp.
GW has said that if all the units able to summon daemons are in vehicles then it must wait in the warp till the get out to be summoned. this will allow you to drive your rhino up to a unit and give it like up to -4 to the Ld value. pop the noise marines out at 12" and then the daemonettes are summoned next turn and then you charge with the daemonettes and noise marines.
a demon prince with combat drugs dread axe D. stature and the rest of the points you want to spend on him going towards making him more durable or mobile.
combat drugs are the shiznit. one of the best pieces of wargear available. so versitile and the negatives are so minimal its funny. oh if I roll doubles it take a wound and if by some extreamly odd off chance I roll triples I get insta killed. believe me the benifits way out way the negatives. Also the dreadaxe and stature combo are great in that they let you ignore all saves armor or invulnerables.
Some shooty madness
a unit fo 12 noise marines each with sonic blasters and one with a blastmaster.
this thing can pin units and can hurt tanks and with that many shots something is bound to drop even alot of space marines. they get 33 shots standing still plus what ever you choose from the blastmaster 24 shots on the move with 2 of those being s 5 and the ability to pin. Do not under estimate the shooty ability of this squad it cost like 293 points but will definatly bring the hurt on the opponent.
10 noise marines with sonicblasters and one blast master in a rhino.
not quite as much shooty goodness but still very good and much more mobile.
6 choosen with MoS and 2 blastmasters. more tank hunting goodness. Note: use only if your running out of HS slots and need more hunting goodness then you could fit into your HS slots.
these are some good reliable units you could base an army around you'll need to fill in some blanks like with the HS slots and what not but this will give you a solid start.
aside from that buy the CSM codex and main rule book sop you understand your army. those will have all the rules youll need to start your army. after reading and rereading the codex go watch a few games of chaos playing and see what units not specific to EC are good and add them into your army.
I was thinking more along the lines of an all around army. I already have 2 boxes of EC marines, and when they are painted, I wanted to buy daemonettes.
From then though, I have no idea what to do next. heavy support probably.
