Warning- block of text inc. I was wondering what would happen if i could write portion of the rulebook and this is what i came up with. Please critique as i am tired and sure i made tons of mistakes. I copy-pasted it from word and am too lazy to space it out myself as i am dead tired.
Edit- I am going to write up an entire codex because apparently i have too much free time. Next are the doomriders, marines who ride daemonic steeds. After that comes regular chaos marines. I am looking for ideas on what to do with the legions. Do you think i should add units restrictions or something more creative?
Chaos Lord- 95 points

Wargear- power armor, chainsword, bolt pistol, frag and krak grenades
Special Rules- independent character, fearless, 5+ invulnerable save
May replace bolt pistol and/or close combat weapon with any of the following-
Lightning claw 20
Plasma pistol 10
*Power maul 15
*Dark blade 60
*Daemon weapon 35
Accursed Crozius Arcanum 50
Poisoned close combat weapons (3+) 5
Force weapon (only psykers) 30
Ephemeral Blade 40
* these weapons can never gain the bonus for having two close combat weapons

May instead take terminator armor, improving the wearer’s armor save to 2+ and increasing their strength by 1 for 30 points. Models in terminator armor may only embark on land raider transports and can not use grenades. Models in terminator armor may not gain access to movement enhancing effects such as fleet or wings, as terminator armor is too cumbersome.
May take wings
May take jump pack for 15 points. Lords with jump pack may take raptors as troops
May take a bike for 20 points. Lords on a bike may take chaos bikers as troops
May take a Daemonic steed. Models on daemonic steeds may not embark on a transport of any kind.
Unmarked models have a thundering steed with flaming eyes and massive shoulders. They move as cavalry and gain 1 strength
Models with a mark of Khorne may take a bloodcrusher. Models game 2 strength and 1 attack and 1 toughness- 20 points
Models with mark of Tzeench take a disc of tzeench. They move as jetbikes- 15 points
Models with a mark of Nurgle may take a Plague Steed. They gain 1 toughness and 1 attack and move as cavalry- 30 points
Models with a mark of Slaanesh may take a seeker. They gain 2 attacks and the rending rule as well as moving like cavalry- 30 points
Daemonic Gifts- the model may take daemonic gifts
Unholy Might 20
Unnatural speed 30
Hard Hide 30
Daemonic ascension 40
Daemonic fire 20
Chaos Aura 25

Models may take a mark of chaos
15 points- Models with a mark of khorne gain 1 attack and the furious charge special rule. They may not join units with models that have either the mark of tzeentch or nurgle. Models with a mark of khorne may take a brass collar of khorne for 5 points and the death strike rule for 20 points.
25 points- Models with a mark of nurgle have initiative reduced by 1. They also gain the feel no pain special rule and have 1 increased toughness.
20 points- Models with a mark of tzeench increase their invulnerable save by 1. Pyskers with a mark of tzeench can use 2 psychic powers per turn (including psychic scooting attacks).
20 points- Models with the mark of slannesh gain 1 initiative and attack. They gain access to combat drugs for 20 points and a doom siren for 15 points. See Lucius for the rules for combat drugs.
The model may become a psyker for 15 points. It gains acess to all the undivided pschic powers in the codex and the one associated with their patron god.
Power Maul- the model adds 1 strength to their close combat attacks but loses one initiative. The power maul is a power weapon and so ignores armor saves.
Dark Blade- The model’s attacks hit at double strength and ignore armor saves
Daemon weapon- the model adds an extra d6 for the number of attacks. If a 1 is rolled, the model takes an unsaved wound. Normal saves apply.
Accursed Crozious Arcanum- The model is a dark apostle. The crozious as a weapon ignores armor saves, and the model gains the dark apostle special rule. Models with the Dark apostle special rule make all models with line of sight to the dark apostle fearless. Models in a unit the dark apostle joins have preferred enemy. Dark apostles may not take a mark of chaos.
Dreadaxe- Models with a dreadaxe hit on a 3+ automatically. Any roles of 6 to hit or wound means that another dice is rolled, effectively increasing the number of attacks of the model.
Manreaper- Models with a manreaper have power weapon attacks that are poisoned on a 3+.
Blissgiver- Models with the blissgiver inflict instant death. Additionally, all attacks directed at the wielder of the blissgiver must re-roll to hit.
Ephemeral Blade- Models with an ephemeral blade ignore all saves, including invulnerable.
Kai Gun- the gun has the following profile- Strength 6, ap 3, assault 2. Range- 24 inches
Servo-arm- Models with a servo-arm are warsmiths. They get one initiave 1 strength 8 hit that ignores armor at every assault phase. They also can repair vehicles on a d6 roll of 4 or more.
Unholy Might- +1 strength
Unnatural Speed- fleet and +1 initiative
Mass- +1 wound
Frenzy- +2 attacks
Hard hide- +1 toughness
Daemonic Ascension- changed to monstrous creature unit type. Loses the independent character special rule. The model gains 1 wound and the daemon special rule. The model may not take a daemonic mount or a jump pack.
Daemonic Fire- The model can fire a flamer template at the beginning of the shooting phase if not locked in combat. In combat, all models within 6 inches take a strength 2 ap – hit.
Chaos Aura- The model has +1 invulnerable save
Daemonic Visage- All units with at least 1 model with line of sight to the model are at -1 ld for that turn.

Most of the time, when creating a new statline, GW doesn't bother with copyright infringement issues. However, your statline is identical to GW's Chaos Marine Lord, which means there's a bit of infringing going on. Given this, I'm going to have to remove the stats.
EDIT: I've also had to remove the point costs of all upgrades that mirror the cost in the Chaos codex. In these cases, you can get away with simply putting, "see standard Chaos Lord for upgrade's point cost" (or something along these lines)

Reminds me of an older codex, and I don't see much of an improvement.
