In total I have:
The Black Reach set as sold, the 5 terminators are due to be infected with the Obliterator techno-virus very shortly.
20 Marines which I have the capacity to be made into Noise Marines or CSM or Berzerkers. The catch is that I am lacking in special weapons material aside from plasma pistols, I bought stuff expecting to scratch build sonic weaponry (from fleshborers/gargoyle mouths). Plagues aren't an option as I lack the special weaponry to form effective squads. I also have 3 rhino's and 5 chaos terminators (4 powerweapons with 3 combi-Melta's, a combi flamer, and a heavy flamer/chainfist). I have 2 powerfists ready to use from the terminator set. I also have loads of extra's from WoC so powerweps are no problem.
This is the full list of what I expect to be able to use and has a few different routes I could take it in. I'd appreciate your opinions on the matter.
1-2 sorcerers with wings or not, the jury is still in debate.
1 Dreadnaught with a multi-melta.
5 Chaos Terminators with 3 combi-Melta's, combi-flamer and Heavy Flamer/chainfist
2 units of 6 Noise Marines fully kitted out with their sonic goodies and powerweapon/powerfist/nochamp/doomsiren.
And a unit of 8 Berzerkers with a powerfist.
Or 3 units of Noise Marines two 7 man squads one six man squad.
And a ten man unit of CSM's with a flamer and Missile Launcher and perhaps a champion with a powerfist.
And in the Spirit of Convenience itself, 3 unassembled rhino's to carry three troop choices around.
And 5 soon-to-be obliterators.

I partly depends upon your play stule for berzerkers or not, I always use them for the combat hit they provide, but if you want more shooting, but the ability to still pitch in in cc with I5 attacks, then the noise marine option is better. I would go for PW over PF in the noise marine squads to make use of I5, and maybe one doom siren, but more if you have the points.
Any icon for the CSM unit? Chaos glory is cheap and cheerful.
Maybe you could change the dreadnought's weapon, you have 5 oblits and 3x combi meltas for anti-tank already, try a missile launcher.
Importantly, playtest, most players will let you proxy minatures provided you are clear over what everything is.
Battlewagon Bits on the Warstore for Special Weapon Bits. Or Bits Barn are both 2 good sorces of individual Bits. You might find that the $3-5 per Melta is a bit much but if all you need is the meltas, its not a bad cost. You could also try the metal packs of 5 from GW.
Personally, I'd convert only 4 of the Termies to Oblits and then have 6 Chaos Terminators that you can use as either a squad of 5 (with 1 left over) or 2 squads of 3 for Termicide tank killing =)
i would start of with the list you want, and then build towards it.
you need an hq, a sorcerer will work till you can get a daemon prince.
you need troops, berserkers make a good core choice so i would go with a squad of them and then a squad of CC noise marines
till you hit 1500 you only need 2 troops. before you hit 1500 you need 2 defilers\vidicators\predators. a squad of oblits will do you for now. if you got points left over fill out your troops selection or set up a termicide unit.
Genera Rule o' Thumb: 1 troop slot (marines) per 500 points. OR, about half your points in any given army should be devoted to troops.
Cerrik, what's your build look like specifically? I'd imagine that having 3 troop choices at the 1000 mark is probably going to leave you severely unbalanced. If, for example, you're fielding trip Zerker squads, then you're only left with 250 points to fill out the remainder of your build. Once you chose an HQ, you're only left with around 100 points.

Again, troops are the core of your army, and also are some of your more elite units, as Rabbit said 1 unit per 500 points allows for a well balanced army.
Thanks for your help guys. I think I'll have the 8 man berserker unit with a powerfist, the CSM squad with a power fist, a winged sorcerer and 2 noise marine squads with power weapons. I had a dream once. After reading the old Chaos codex about 6 years ago, specifically its entry regarding Abaddon's champion who rendered down 6 million Imperial citizens into drugs that made him "for all practical purposes, immortal", I wanted an miniature army of Slaanesh-aligned Chaos space marines. Soon my Winged Sorcerer will be rendering Imperial citizens into drugs and performing other atrocities with his loyal band of traitors, hedonistic maniacs and psychopathic slaughterers.
